Mixxx offers OPEN permission policy:
Anyone can submit translations directly to Mixxx. Log-in to Launchpad.net and
start translating right away using the online interface.

That said there is no formal group responsible for the translations, every
update to a translation is synced daily to
https://code.launchpad.net/~mixxxdevelopers/mixxx/trunk_translations
You could even download translations for use with your favorite translation
software like Virtaal , Poedit , Lokalize and upload translated strings later.

Translations that have been translated by launchpad users currently need to be
manually merged into a release by a core dev. A task that should be part of the
automated build process in the near future.
