Primarly use of "city lights" is to identify the presence/position and track width(single/double) of a vehicle (moving or not). They are to be used stationary unless you drive through a properly illuminated tunnel (can be used instead of headlights)or in a well illuminated city street. Main use is while parking in a non illuminated road or street.

Other countries where "city lights" are mandatory use terms like positionning lights, sidelights, standing lights or parking lights. I think "city light" is a US term.

Yes, but that is still primarily their use, and how they got their name.
There are very few other circumstances besides when you're in a city area
that you'll be driving around without your headlights on.  The mbz.org
page mentions using them when you're driving with your fogs on, but use as
parking lamps or for slow-speed creeping around the city is where they
really shine (pun intended, yuk yuk yuk... :)

The city lights I ended up installing are yellow, and they came with
little plastic "bulb condoms" to change the color.  Works very well, and
yellow will probably never get you pulled over.  The other bonus there is
that the color doesn't really shine through with the headlights on.   Also
looks cool too.  The only colors that are allowed to come out of the front
of your car are white, yellow, and orange... so pick one of those if you
want to be inconspicuous.
