Even though this is OT.... It's probably due to the Regional Settings under Windows XP.
In different languages, they used different punctuation, such as in english we use commas to separate thousands and dots for decimals, where as in other languages, they do not use thousand separators and use commas for currency decimals. I used to program on an accounting application under Windows and it was a constant issue at first between english & french windows.
