In order of what I think might fix this:
1. Update your BIOS
2. Try enabling or disabling "legacy USB support" in BIOS
3. Unplug all other USB devices, reboot, then try it.
4 . Try:
a. sudo rmmod ohci-hcd
b. sudo modprobe ohci-hcd no_handshake=1
(note this may stop your keyboard from working, so try doing it while
logged in using ssh or another remote solution if possible).
