The truth is, unless you get away from outside plant completely, you're
going to end up relying on one of the big three for something (often
last mile).  I know Colba has aDSL2 in parts of the city, and from what
I've heard it's great or it's horrible.

I also believe that most providers have access to connection logs, or at
least statuses, so they should be able to tell you why the disconnects
are happening, or at least which end they are originating from.  You
might have to really work your way through level 1 helpdesk to get to
someone who knows what's going on.

As for other providers in the city, unless you go wireless p2p, you're
going to be paying one of the fat cats for copper.

I've heard nothing but good things about Electronic Box, as well as
Acanac.

Something else that you might not have considered, is that your line is
noisy or has some issue in some way.  The last-mile wiremaps change all
the time for the worse, often with little or no documentation (field
techs don't document ANYTHING. EVER.), so it's possible your line has
issues that Bell doesn’t know about because what is documented is
different then what's in the DMARC.
