Not really sure what you mean here: if you start from scratch, it will
come up with an empty database.

If you delete the database Mnemosyne last used, it obviously won't be
able to find it, and then it will create a temporary database
__default__.mem. Through file - open, you can then however open any
'regular' mem file you want.

As for your original error, Windows sometimes changes the write
permissions on your home directory behind your back to read-only, so
be sure to fix that. Mnemosyne 1.x also does not like usernames with
non-latin characters in it.
