Try downloading a couple of different browsers and try your luck. Chrome, by Google should be a good fast average one. I don't know if a different time of day or any other influence is at work? Your provider boycotting free software? You may have to ask them but their answers are often incomprehensible to our style of thinking... Do you have a friendly computer store nearby? It took me 5 years to learn to converse with a computer store, efficiently, in Japan; but only 6 weeks to learn to order food at a restaurant. Can't be learned from books nor Mnemo Stacks...;~) Take a colleague out to coffee or to lunch and ask them how its done: if you dare!

Do you have a live net account back in your home country? You could try to VPN to that and connect in the dark. Here is a test to see if free source is blocked ! http://sourceforge.net/search/
