Hi,

You first need to extract the bz2 file to get the uncompressed xml file. Create 
a 
new, empty database, and then choose 'file' - 'import', pick 'Mnemosyne xml 
format' and then import your backup.

Not sure if you need additional software under windows to extract the bz2 file, 
but a quick google seach should turn up many utitilies to do so.

(Needless to say, in 2.0 this is much easier, and you can restore a backup 
entirely from within Mnemosyne simply by using the 'file - open' menu)
