You can over ride attachment/SPAM/Virus scanning in M2 on a domain or user
level. I would hope it has not changed in M3.

If a client is not paying for it, I override them and set all three to
disabled

I don't think you cannot exempt from virus or attach scan.  You can,
however, exempt from spam scanning in the Security > Whitelist >
Scanning Whitelist section.

MessageI have a customer that cannot send a file as an attachment.
Everytime
he does it ends up in the quar.  I have checked his settings and he has
attach. scanning disabled on his account yet he still cannot send out
the
attachment.

Is there a setting I am missing so that local users can be exemt from
scanning??
