In addition to all the other suggestions...
Do it on "MarcsCivicNet.org" rather than "TownOwned.org" so you own the
domain. That way they won't be as likely to want to jump ship to another
vendor in 1-2 years.
And I agree with others... I wouldn't do it for less than $.25 per user, and
be concerned about inital and repetative costs.

We have actually done this for a UK client and due to the volume
expected went a slightly different route.
What you need to consider first is the strain on your current mail
servers. What you could find is that since this is provided by the City
it would get used considerably more than in other locations. Estimating
that you will have an additional 3,000 accounts is a good way to start,
however is your pricing model based on the number of accounts such that
if they need more you will charge more?
You also need to consider user churn and expiry. If they want you to
keep an account active for 90 days you may find that you need more
resources as they may end up with many more active accounts than active
users.
The sign-up is not hard at all as you can use an existing billing system
or go the route of writing your own Web Interface.
The final factor to consider would be the increase in bandwidth, as well
as any SLA's you may be required to provide. Operating a service such as
this for a public body may require you to ensure that you are
multi-homed. You will also need to ensure that you have some contingency
plan for the server going down.
I know others have given you examples of pricing structure, but one
option might be to rent them a server. You get them to pay for a full
licensed copy of Modus Mail running on a dedicated server, add the web
sign-up and any peripheral work you may be doing to come up with a
set-up fee. You then bill them for bandwidth used on a monthly basis
along with the cost of a Modus Support Plan broken down into a monthly
fee. Going this route you could even speak to Vircom about reseller
discount and might be able to make a few points on the package. This
route would also allow you to sell this as an unlimited use service, in
the sense that they can have as many accounts as required.

Gentlepeople,
Being a relatively small ISP I choose my clientel at a pricepoint that I
feel is worth my time. My margins are typically better than industry
standard.
I recently had an opportunity to provide mail service to a fairly large
NJ
city for public access by citizens of that city. Basically they want a
hotmail type service for its citizens.
How do you typically price your mail services? By number of users? I
quoted
what I thought was a good price for 400 a month for a custom mail
service
with up to 3000 accounts.
