To put in my thoughts, powder coating will work until it is chipped  and then 
all bets off. Porsche had rust issues until they moved to galvanised body 
shells in the 80's and then things improved. Galvanising steel is the best way 
to protect it for as long as you can, alternatively have a custom built one 
made from high grade stainless steel, it will last a long time but will 
eventually rust and will be expensive. Probably cheaper to have a galvanised 
chassis and rebuild every 30-40 years or so.
