I don't understand, can't anyone download and use the evaluation version of MonoTouch? i.e. without a licence? http://monotouch.net/DownloadTrial
So the only thing he can't do is activate his licence and run on his iOS device a few more days? If it were me, I'd use the free time to read up more about the technology and APIs.
