I have to say.. just from reading your time line-- between the time the buyer paid you and the date you were planning on mailing was a 10 DAY spread. Why such a delay? if you had the $ in your account on 4/26, that photo should have been sent on that day, or no later than 4/30. (unless you informed the buyer it would be upwards of 10 days to mail a single photo).
You also didnt mention what the initial buyer's dispute was. and after you had his money for 10 days with no item mailed, a hold seems the right action to take. I would have been highly annoyed as well. He paid immediately in good faith, and you chose to sit around for 10 days doing nothing. Not good business. For all he knew, you had taken his money and run.
