divining the future is an ancient practice common to all cultures. it is
obviously pragmatically effective since it has endured for so long. it is
another window on myth. divination is based on archetypal resonance. it is
attempt to shed light on the unfolding divine ( hence 'divination') plan, to
intuit through an alignment with cosmic processes.

[Krimel]
One can cut a pretty wide swath with a blade like Pragmatically Effective.
Divination could be pragmatically effective in the same way that Dan's cat
took on a pragmatically effective role in monastery life. As part of the
monastery's ritual and practice, it helps bind the community in shared
understanding and experience.

The cat's pragmatic effectiveness is in no way diminished because its
current role has nothing do to with the original intent.

Superstitions of every sort and the placebo effect are as pragmatically
effective as they are common to all cultures.
