I'm guessing because of the patterns (both static and
dynamic) in our mind at any given moment - which 
are constantly changing. Our intellect is also causing
information to reform in new patterns constantly, so 
while the situation looks identical - nothing is ever
really identical from one moment to the next. 

Also, I think certain situations may look identical but
there are always differences - even if it's just
the time of day and the light hits a corner of a room in
a slightly different way - and you may say 
'aha - I've never seen that vase of flowers like this
ever before' and suddenly you too are illuminated
from the inside out.
