As for 1): while this is the statement of neoconservatives, It doesn't differ much from the bi-partisan foreign policy of the last 50 years. As for 2): it might be good policy some of the time & not at others. But that policy goes back thousands, if not tens of thousands, of years & is not always the neoconservative policy.
