I think you've got the right English words:  "radical democratic welfare state" 
or
 "radical democratic welfarism".  "Radical democracy" because not just 
political,
 but also economic, decisions are made by vote or consensus, rather than by
 money or status.  "Welfare state" because the state guarantees the basic 
welfare
of its citizens.  I'm curious how large a society do you think could 
voluntarily exist
under such a system.  You would want to attract at least one doctor.

P. S. "Socialism" is already used for a system where the means of production 
are 
publicly owned or where economic control is in the hands of the workers, since
 they are  the sole producers of wealth.
