I think you've got the right English words: "radical democratic welfare state" or "radical democratic welfarism". "Radical democracy" because not just political, but also economic, decisions are made by vote or consensus, rather than by money or status. "Welfare state" because the state guarantees the basic welfare of its citizens. I'm curious how large a society do you think could voluntarily exist under such a system.
