Good points.  I suspect the roots of
both were in the US Gov't's preoccupation
with Soviet actions.  It kept Dulles from
looking more than one move ahead on the
chessboard.  US Administrations do that so
often in the third world.

(Now we look for the shadows of terrorists
and likely miss the obvious that we SHOULD
be doing to promote the very stability that
would replace violence with another quality.)
