I think it is pretty clear that this is not what Robert Pirsig means
by Dynamic Quality.

I think it is pretty clear that Pirsig is ignorant on this point and that
should really cause you to question what he is saying.

I recall that I once asked him about whether it
was wise to say Dynamic Quality is always positive. He said (and I
paraphrase) perhaps not, that it might be better to say it's not this,
not that. It is in LILA'S CHILD toward the end.

"Not this, not that" might sound wise to you. To me is sounds kind of
clueless.
