Quality is the "primary empirical reality" of the world. Empirical denotes experience. Quality is the experiential foundation of the world. I assume "the world" is "reality". Hence, Quality is the experiential foundation of reality. And "reality" is the stable patterns of value preferences forming the MOQs levels...
