You had after all written:

If the MOQ dominates intellect, then intellect is "at its mercy" (or "at its 
disposal") like society is at intellect's disposal and so on downwards. 

About  "primitive view of evolution". IMO, after a new level had been 
established its "building block" became the ultimate pattern of the 
lower level. After the social level took control over biology "Homo 
Sapiens" became biology's last word. Where intellect has established 
its hegemony democracy is the final social form. And my safe bet is 
that MOQ's "building block" - the Quality Idea - will be intellect's last 
word when the MOQ has achieved "levelhood" (Mary's eminent term). 

If this is what you mean by the "... the new MOQ level is allowed to 
dominate new intellectual patterns" - we agree.
