Remember that the premise of placing Quality, Morals, Value first is an idea. To assume that they are is just that: an assumption. Mr. Pirsig admits it so because he is very very clever. And I use the word 'just' in this context because of your inability to admire the context within which Mr. Pirsig places it. I really think you are 'blinded by the light'.
