Juliana,
In NC students are pushed out of school at 21 or 22, so a student who is held
back too many times figures out that they have NO chance of graduating, so they
drop out.

. . . Why are so many kids being pushed through to the next grade in spite
of not being capable of the material?

Thanks,
Juliana
