What do you see when you analyze their writing? I  find that I can tell more 
about comprehension, fluency and strengths as readers  from a student's 
writing then from any phonics training. Have they had  phonics instruction in 
the 
past? What will be different about new phonics  instruction? Have you 
considered 
a meaning based approach?
