And often programs like this work because yes repeated rereading do work
But why the heck can't they be rereadings for a real purpose like a
performance, why the heck cannot they be rereadings of meaningful text or
text the other students are reading as part of a meaningful theme  or ???

Because the teacher doesn't have the time or know how to do the work it
would take to use a meaningful curriculum to do the necessary work on
fluency for those who need it????????

This is happeningat our school now much to my dismay.
