As a former coach, I would say that there is tremendous push-down from 
administrative level to take on these jobs.  I am not at all defending the 
practice of coaches who are not actively coaching, but sometimes the decision 
not to coach is not that of the coach.  I would also be hesitant to jump to the 
conclusions about pink-slipping teachers before coaching positions...before any 
real judgment could be made, school budgeting would have to be closely 
examined.  If they were paid from the same fund, I would agree, but there may 
be grant funding or strings attached to the way in they are salaried.
