In first grade we tested phonemic awareness and basic phonics, and in second grade we tested basic phonics, using the PSF and NWF pieces of the DIBELS assessment. Another option might be to use a phonics survey - there are a number of quick surveys available that help pinpoint where decoding breaks down.
