I'm assuming your second translation model is functioning as simple
dictionary with entries that only match source and target terms. While
only words or short terms can be is useful, it is better to have them in
contextual use within broader phrases or sentences.
Furthermore, the translation model is not the only influence selecting a
translation. So, are the OOV reports from the translation model or
language model? Your language model must also cover the target
vocabulary. Again, ideally the terms should be in broader phrases or
sentences.

Hi,
for the dictionary phrase table change the name of the feature
function to TranslationModel1, note you have "TranslationModel0" two
times. Then you also need to add weights for that new feature below,
just copy the line TranslationModel0= 0.2 0.2 ... and replace the name
of the feature.

...
TranslationModel0= 0.2 0.2 0.2 0.2
TranslationModel1= 0.2 0.2 0.2 0.2

option in moses.ini file, I made the dictionary to be the back-off

so if there is untranslated word it should came from the
dictionary but that is not happening, if I changed the order of
tables the missing words comes but the whole meaning is damaged
do I miss something?
