It does, but each vendor has its own priorities, users, and selection method. E.g. it makes no sense to complain to Beonex "implement LDAP". We'll answer "Sure. We'd really like to do. Give us the money for it.". Netscape has feedback channels where users tell Netscape what they want. Netscape will sort out and act as it pleases. If you complain at bugzilla bugs, who do you address?
