I'm of the view that it shouldn't be a menu item on any menu. This is for
two reasons:
1) The theme you are using is a preference, and it's an obvious
preference. 99.9% of users (as in, those that want to get work done) will
not switch themes on a regular basis.
2) The Apply Theme menu item is continually used to justify the inclusion
of all sorts of rubbish in the View menu (as in "If Apply Theme's there, X
should be as well.")

the Mozilla community (as in "getting web sites to support Mozilla.")
