Yes, it looks as if all Microsoft fonts are more or less broken in the
width data for Hebrew diacritics. The exact behaviour seems to vary
from one version of Windows to another: on my (Bidi enabled) WinNT
Hebrew text with diacritics is correctly displayed on all fonts except
for Lucida Sans Unicode, while on a non Bidi enabled NT machine Lucida
works correctly and other fonts don't (as reported in the bug).
However I have heard from others that they see the latter behaviour on
Bidi enabled NT.
