I think the menu item fits better under Tools, as it is indeed one. However, I suppose it works almost as well under Help (where it doesn't bloat the menu as much -- a point in favor of the current location).
After actually testing it, partially scratch that thought. If it is to stay in Help, it should be below "Promote Firefox" and not beneath "About Mozilla Firefox". It actually makes a little sense beneath the promotion item, as then both items are "we help you, now can you help us?" actions. However, leaving it exactly where it is is a bad idea.
