If a method to let us report on either issue is available (since the tool supposedly wont launch on either) I might be inclined to think, for the average user, "Browser crashes/freezes" to avoid items being placed in the wrong category, and both are as severe, though different causes, yes. But they both result in loss of data, the user loosing their running browser instance.
If we are to include these, of course we must think for the users mind, and scale them together, as it is a complete inability to use our product when even attempting to load some-page.
Blank page Content missing
These differ in that in the second case, only some content is missing? Is that a useful differentiation?
Perhaps stating "Some Content Missing"
