Blank page Content missing
These differ in that in the second case, only some content is missing? Is that a useful differentiation?
Perhaps stating "Some Content Missing"
Another concern here is localization. Content Missing/Blank need to be clear regardless of language when localized. Categories need to be shared across all, so our wording needs to be very clear and percise, yet we need to catch all possibilities.
