The option for Mozilla 0.9.7 should be in a similar location as that of 
Netscape 6 (Edit | Preferences | Advanced | System). Uncheck EVERYTHING 
in those boxes and select 'OK' to save. Then File | Exit.

One other thing to remember is that if you have Quick Launch enabled in 
either app, this could also be causing your problem. Go to Edit | 
Preferences | Advanced and verify Quick Launch is not selected in 
Mozilla. If it is, deselect it, Exit Mozilla and restart your computer 
to remove Mozilla completely from memory.

Finally, I have noticed that after I exit Netscape (or Mozilla) that 
even if Quick Launch is off, a small portion of the program still 
resides in memory and is only cleared after the next reboot. Keep that 
in mind when using both apps during a Windows 'session'.
