I think you've grabbed the wrong end of the stick here.
The reason this shouldn't be encouraged is because there is a legitimate
way of doing this what's needed with the available programs. Your
solution is a novel approach (I'm a sucker for a good hack), but you've
gotta start slicing with Ockham's razor
ie. Use lame/sox to resample and then mp3 (this ensures the
masking levels are appropriately applied)
Using a hacked WAV header and fudging sampling rates is just
likely to break things for future operability. Plus, its more complicated
than it needs to be.
Please don't take it personally, but there's a better/easier way than the
one you mentioned.
