Takehiro's scalefac_scale feature (-Z, it was not another new VBR mode)
had to be turned off for VBR, because the VBR modes already created a too large
variation of the scalefactors. Together with that feature it got even worse and
we would have to rescale the quality settings to compensate distortions
introduced by it. We did not drop it, it's only not the default.
If you like it back, you will have to add -Z at the command line.

If you really want the old behaviour you would only have to replace
-v with --vbr-old -Z.

From my point of view it was time to make Mark's VBR mode the default,
because we need more feedback to find possible bugs (Thanks to Mathew,
who immediately found a showstopper ;)
