[TB]  A number of years ago when I asked a Park Board
member why we needed dual police departments, I was
told "because Tony Bouza's men don't want to do some
of the things our guys do."  

Not all police work is the same.  The officer working
the gang unit has a different job than a forgery
detective.

The park police is probably the most visible
duplication of a department also maintained by the
city.  We also have the streets.  MPRB is responsible
for parkways, thus Victory Memorial Parkway, Wirth
Parkway, Kenwood Parkway, Minnehaha Parkway, etc. are
maintained by the park system even though a major part
of their use is for point to point commuting totally
unrelated to parks.

We expect MPRB to have certain areas of expertise. 
Running a police department shouldn't be one of them. 
Services should be provided by the agency/department
that can do it most effectively rather than
maintaining a system of empire building.
