This is not a hard fast rule and will certainly be reconsidered in the future. 
Given our small size we determined to allow all members of the Mpls. local to 
participate in decisions this year. While I think it worked well this year I 
hope it will be carefully reviewed as we continue to grow. One step --even 
before we discuss using elected representative delegates -- will likely be 
letting only members within a ward (or a legislative district) make the 
endorsement.
