This would not be the first time that an endorsement was given to undermine a candidate's credibility with her/his base, especially if they don't really want that person in office. Such endorsements are cynical attempts to split constituencies by creating a sort of negative check-off. If the cops endorse her, she must have sold out and therefor not worth (re)electing.
A similar tactic was employed in last year's District 67 State Senate race in St. Paul when Dave Murphy, a progressive primary challenger to conservative DFLer (now mayoral candidate) Randy Kelly's reelection, found himself doorknocking gun owners who congratulated him on getting the NRA's endorsement. Huh? Could there be a greater dichotomy between ideologies than between Dave Murphy and the NRA? No. The NRA case may be more one of anti-Kelly sentiment or stupidity - likely both. In this case, maybe the cops, like many endorsing organizations, relied heavily on the likelihood that an incumbent would be returned to office absent a serious challenge. Annie's Strib endorsement likely contributed to that and the cops aren't particularly hip to what constitutes a progressive park board member. Guessing that they simply wanted to be on the record as having had a slate of likely winners since electability is often as important as ideology in such special interest blessings.
