Vicky Heller points out what we all know.  There are plenty vacant
apartments now.  But there are still people who can't find housing because
of their past behaviour, or the behaviour they allowed in there apartment.

The private sector seems adverse to risking investment capital on these
"HIGH RISK Tenants" ( Not my term, I believe Neva Walker, Linda Berglin &
Julie Sabo came up with this term).

It's time to consider MPHA as the housing of last resort.  They are much
better equiped to handle these situations.  They have staff, expertese,
social work components, more supervision.

Can anyone on the list give us the current vacancy rates for MPHA?  Please
give us real numbers.
How many total rentable units (this includes units under renovation or used
for other means) and how many of them are currently vacant.
