Thanks to everyone who responded to my post - it is great having this resource. I am filing a complaint with both the city and the state. Our neighborhood SAFE officer, Jennifer Nesemeier responded to me privately with a form document I can use with the city.
As an aside - I did call the city police department and was told by the operator in the traffic department that there was no such reporting method, and wasn't that a good idea (!). I called the state numerous times over two days and could only get a busy signal. Our government in action. I would urge those of you who drive frequently through our neighborhoods to keep pen and paper in your vehicle, and when you see someone racing around - for example - the lakes, blowing thru the stop signs and nearly mowing down walkers - to report them. The worst offenders appear to be the construction workers in their pickup trucks. In any regard, thanks again! D.
