The same can be said about drivers and pedestrians.  There seems to
be a general lack of respect in Minneapolis not only for traffic laws,
but also for other people on the roads.  I believe that this behavior
is the result of a lack of traffic law enforcement.  If there's no
accountability there's no conformity.  So how many of us are willing
to accept more traffic tickets for a higher level of driving courtesy?
Personally, I would; not to mention the fact that an increase in
traffic tickets results in a gain in revenue and indirectly in a reduction
in crime. However, I'm not holding my breath, expecting pedestrians to
not to jaywalk on cold days and getting police officers out of their
patrol cars during snow storms maybe a little unrealistic.
