I'd like to suggest that what we need is a citizens' advisory board, not a civilian review board. I think it's much better to be proactive, than reactive. A citizens' advisory board help keep the MPD in touch with what the community expects and is willing to accept as law enforcement. They could also review incidents as they occur. I also believe that it is important to include someone who is street wise and knowledgeable about police procedures, which is why I recommend that the board include a retired police officer.
