I've only had one negative experience with a Black American here,
and many many more with White Americans.

I agree.  If people are unaware that their behavior is rude it is
unlikely that they'll act any differently in the future.  However,
if you really want to see rude behavior, try pointing out other people's
rudeness.

I've come to believe that "Minnesota Nice" means not pointing
out to others that their behavior is rude.

I don't believe this is an American problem, I believe that it's a Midwestern problem.
I just got back from New Orleans and the difference in social conventions is
noticeable.
