I have to agree with Kristine here. You called 911 because of a rude person blocking the road??? Come on. Get out of your Minnesota shell, open your car at say "Hey buddy, how about moving your car so we can get through?"
I'm guessing you were thinking there COULD have been an emergency and your 911 call would preempt some road blockage for a real emergency but let's save the 911 use for the real emergency. Now after all that...I still come down on your side with the rude issue. It's our job to educate immigrants on American culture; to let them know in one way or another what is and is not acceptible behavior... or is that a responsibility that we all share towards anyone in our society??
