Rudeness is on the rise all right, but hardly confined to any culture. I
find rudeness to be increasingly dominant in all walks and in far two many
circumstances. Road rage and the behavior that leads to it are both serious
examples of rudeness. Clerks inadequately trained or ill-motivated
displaying their incompetence and boredom in their transactions with us.
Disrupted classrooms by ill-mannered children whose parents are afraid to
discipline them or teach them how to make their way in a world of real
people. Cops who set a great example by their violent reactions to those who
disagree with their behavior. Politicians who forget they weren't coronated
but elected and cannot tolerate dissent from their views.

It's a rampant disease, all right. But I'll tell you where I encounter it
the most:  not in Minneapolis or St. Paul as much as suburban settings of
one sort or another. So if it's cultural it's more white than anything else,
is my guess.
