As to the continued power outages experienced during extreme weather
conditions, I'd suggest getting the neighborhood association together on the
issue and sending a letter complaining and documenting your experiences
(over recent years) to the state Public Utility Commission and copying
Customer Service at Excel.  Individual phone calls and letters would also
help, as would petitions to improve the situation.  The weather has been
extreme, and some outages will always occur as the system is stressed, but
improvements to the weakest system links in given neighborhoods should be
possible.  Good luck.
