I don't think your problem is excess use of power. Rather, it is poor infrastructure on the part of Excel. Several years ago we had the same kind of trouble in the Linden Hills area. In fact, one particularly bad winter the power went out regularly and there was no heat, which was a lot worse than no a/c. The upshot of the problem was that our CM, Steve Minn at the time, leaned really heavily on NSP (at the time) and they eventually made modifications to their equipment and we have had no problem since. Thank heavens. It's a real bummer when the power goes out all the time.
