We had the same problem on our block every summer for about five years. 
Usaully just the fuse links, but other times the whole overloaded transformer 
would blow. I pointed out time after time that obviously A/C had become 
cheaper and many more tenants were installing units and it might be time to 
upgrade from 25 to 50 KVA ( I used to sell these things for Westinghouse ). 
The guys on the truck would always agree and say they had brought this up a 
number of times with management to no avail. Apparently the thinking was a 25 
kilovolt cluster was good enough for Mom and Dad and it was good enough for 
us.
    Finally last year one of the transformers blew up and started pouring 
fire down from the pole ( They're filled with highly refined oil for cooling 
).Three transformers, and few hundred feet of line and half a power pole were 
destroyed. Melted a nice hole in the parking lot too. Luckily it didn't reach 
any of the apartment buildings.
    But hey, we were immediately upgraded to 50 KVA.
Haven't had an outage since.
    Maybe you all will get lucky and have a conflagration too. Here's hoping 
for you.
